...FLASH FLOOD WATCH NOW IN EFFECT THROUGH LATE TONIGHT...

The Flash Flood Watch is now in effect for

* The Big Island.

* Through late tonight.

* The combination of strong low pressure aloft to the west and
  deep moisture lingering around the Big Island will maintain
  unstable conditions capable of producing periods of heavy rain
  and thunderstorms.

* The areas at greatest risk are the east and southeast slopes,
  though any given location could experience excessive rainfall
  and flash flooding. Areas that received excessive rainfall
  recently will be more susceptible to flash flooding since the
  ground is still saturated.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding.

Flash flooding is very dangerous. Avoid flood prone areas.
Monitor later forecasts and be prepared to take action should
Flash Flood Warnings be issued.

The Flash Flood Watch is now in effect for

* Portions of Arkansas, northwest Louisiana, southeast Oklahoma,
  and northeast Texas, including the following areas, in
  Arkansas, Columbia, Hempstead, Howard, Lafayette, Little
  River, Miller, Nevada, Sevier, and Union. In northwest
  Louisiana, Bossier, Caddo, Claiborne, and Webster. In
  southeast Oklahoma, McCurtain. In northeast Texas, Bowie,
  Camp, Cass, Franklin, Gregg, Harrison, Marion, Morris, Red
  River, Smith, Titus, Upshur, and Wood.

* Through late Saturday night.

* Periods of moderate to heavy rainfall with storms repeatedly
  moving over the same areas will be possible late tonight and
  especially Saturday, especially as these rains fall on already
  saturated soils and full creeks and bayous.

* Flash flooding of roads, low lying, and poor drainage areas
  will be possible. If you encounter flash flooding while
  driving your vehicle, remember to turn around, don`t drown.
